Lynette Goines is a seasoned Executive Counsel with more than 20 years of experience spanning government service, in-house leadership, private practice, and executive advisory roles. She partners closely with executives and leadership teams to help them navigate complex legal and business challenges with clarity, confidence, and care. 

Her approach is grounded in understanding what matters most to her clients—protecting the organization, supporting its people, and enabling sound decisions under pressure. She is known for providing practical, thoughtful counsel that helps leaders move forward while managing risk responsibly and strategically.

Lynette works at the intersection of law and business strategy, advising organizations on commercial transactions, regulatory compliance, government contracting, employment matters, and enterprise risk. She is especially focused on helping clients align legal strategy with operational goals so that legal considerations support—not slow—business momentum.

Earlier in her career, Lynette served as Deputy General Counsel, where she led a 25-person legal department and managed a $4 million budget. In that role, she advised senior leadership on enterprise-wide legal and business matters and oversaw litigation, contracts, compliance, regulatory affairs, and risk-management. This experience strengthened her ability to lead under pressure and translate complex-legal issues into clear, actionable guidance for decision-makers.

She brings deep, practical experience in government contracting and procurement, including service as in-house procurement counsel and private practice representation of Department of Defense contractors and 8(a) businesses. Her work has included contract disputes, regulatory compliance matters, and Department of Labor wage investigations. She also advises on commercial contracting, employment law, corporate governance, and enterprise risk management.

Lynette’s background includes managing legal risk for major infrastructure initiatives at DART, including the Silver Rail lines, as well as beginning her career as a prosecutor—experience that built her strong litigation judgment, advocacy skills, and steady approach to dispute resolution and negotiation. 

This breadth of experience allows her to serve as a trusted executive-level advisor who understands not only the legal implications of decisions, but also their impact on operations, employees, finances, and long-term organizational health.
